Oxendine Georgia short-circuit in road transport support
A Chorus of Southern Echo policies, Georgia Insurance Commissioner John Oxendine Tuesday says the state is increasingly being pulled from the road money distribution system, and he figures prove it.
A says Oxendine of an investigation by his office in Georgia has been shown several times to only 75 percent of the federal budget for petrol, that consumers pay taxes of State, the second lowest percentage in the country.
Only South Carolina - who launched the consultation with a yield of 70 per cent of the federal gas tax - is worse, Federal Highway Administration figures.
In the meantime, many countries are in the Northeast, like New York and Connecticut, and others-like the West, Montana, Washington and Dakota are more and more of their return as a consumer to pay .
“ These statements, as bandits. You will have a lot more than they pay into the system,’’said Oxendine. “ Many of these countries are making a profit on this money, and does so at the expense of the citizens of Georgia.”
Georgia would get a minimum of $ 50 million more per year if the state has received its share of money by USA Intermodal Surface Transportation Act of 1991, said Oxendine.
The money, he said, could be used for public education sponsored driver crackdowns use of seat belt or reduction of state money now spent on the road.
“ There is a direct link between what we have on our roads and insurance. Basically, what we want is the roads safer, we can maintain insurance premiums,”he said.
“ We all buy insurance, and we should value for insurance dollars. We do not always value, if we are paying the insurance because of higher prices of accidents, because of injuries, because the roads can not be sure of doing.”
Under the 1991 transportation law, each state must be at least 90 percent of the federal budget gas consumers to pay taxes at the pump.
However, the Georgia Board of Transportation and officials throughout the south of the country have been complaining that donor countries.
Critics say a clause in the law takes from countries with a relatively low, as in the past. You say that the formula for Dispergier value is archaic and does not consider the traffic growth in countries such as Georgia, Florida and Texas.
Tests on a spokesman for Federal Highway Administration in Washington, were unsuccessful.
Congress last week to delay a decision on a fundamental revision of the highway spending program for the group leaders of the Senate. A proposal requires each state to obtain a minimum of 95 percent of the federal budget gas customers and pay taxes.
According to the Federal Highway Administration figures, no state of South now receives 95 per cent. Arkansas, a state of origin, President Clinton, is the closest, getting 94 per cent.
Georgians pay more taxes state for the money they receive are not the federal government, “said Oxendine.
“ Is it fair for Georgians to pay for safer roads, and it is a safer roads in another state?”He asked.
Mr. Oxendine said he is writing to members of Congress for better treatment for Georgia, the federal distribution formulas and asks the state legislature, next year to adopt a similar resolution.
He claims that the safety of highway programs could help lower insurance premiums.
“ If a state gets serious about highway safety, prices fall,”he said. “ What we fear is more and more costs (insurance). This will reduce costs for insurance, money returned to citizens.”
Georgia’s auto insurance rates are above the average “,” said Oxendine.
The Commissioner has expressed its readiness to over 50 self-insurance has increased since he took office in 1995. A study of Morris News Service showed earlier this year, plus a dozen cases, brass, companies receive top increased to Mr. Oxendine war campaign cash.
