The compulsory motor insurance does not reduce the number of uninsured drivers, the insurer said Trade Group
Although it is not licensed and is not insured driver and one of the main concerns for the safety of transport across the country, the solution of the problem is not compulsory automobile liability insurance, according to the Property Casualty Insurers Association of America (PCI).
“Rather black and uninsured drivers are more than 20 percent of fatal accidents to failures of America’s highways,” said Laura Kotelman, PCI regional directors and Senior Counsel, in an address at the annual meeting of the National Conference legislators d State (NCSL) Salt Lake City. “However, compulsory auto insurance law did not prevent uninsured drivers from possessing or operating a vehicle and are often an embarrassment for the driver responsible for care coverage.”
Automobile liability coverage is mandatory in 47 states, of which 23 have reporting systems State Kotelman noted. But even in these countries, uninsured drivers are still anywhere from 4 percent to 34 percent of all motorists. “The state and local governments and auto insurers in these countries are forced to award and spend valuable resources to enforce laws that all owners of motor vehicles and operators, most of whom are insured,” she said. “Measures should not be illegal represent a financial burden for consumers insurance or in the local freedom of drivers.”
State reporting database, including systems are expensive, difficult to implement and maintain, and it is not appropriate to make an offer of the investigation and prosecution of uninsured drivers, Kotelman said. “Although these insurance systems to compare the books of the company to the state Department of Motor Vehicle (DMV) database, they are not in real time,” she says. “The result is 15 to 20 percent compared to a genuine harassment by law for motorists.”
Instead of database systems PCI supports the implementation based on standards of financial responsibility and an approach to implementation of the identification, driver goal, the biggest danger to other road users. According to PCI, “red flags”, drivers whose licences or applications have already been suspended or revoked, have been, life insurance, several road users convictions and the right have repeatedly accidents participation .
“Problem” pilot required to file on proof of financial responsibility with local DMV for one to three years, PCI, said in a statement. United have agreed that the system includes Illinois, Minnesota and Alabama.
Identification of the implementation of programmes to reduce motorists uninsured population costs taxpayers unwarranted harassment public insurers to reduce unnecessary costs and ultimately paid by policyholders.
